Row looms over delay in halogen lamp ban

A row is brewing among lamp makers over the possible postponement of the ban of halogen lamp formats.

Numerous halogen sources, including low-voltage MR16, G9 and mains GU10, are due to be banned in 2016 as part of the European Commission’s DIM regulations.

But it’s looking increasingly likely that the scheduled phase-out of the lamps will be delayed until at least 2018 because it’s unlikely that low-cost LED replacements will be ready in time.

It’s almost certain that G9s will be allowed to remain on the market as LED lamp makers have struggled to replicate this format.

The phase-out of MR16 is also problematic because if low-cost, quality LED alternatives are not available, the only substitute are versions with an infrared coating (IRC). This opens up the possibility that the US manufacturer which owns the patent for the IRC process could be gifted a monopoly on the market.

‘The European Commission is terrified of creating black holes [of missing lamp formats] in the market as it will fuel anti-EU sentiment and play well in the Eurosceptic press,’ said one source. ‘The format that everyone gets worked up about is MR16 but the IRC patent issue is a massive spanner in the works.’

Major manufacturers of LED lamps are unhappy with the growing pressure for a delay in the halogen ban. ‘It looks like the goalposts are being moved,’ said Fred Bass, managing director of Neonlite International, owner of the Megaman brand.  ‘In my view, it’s not sensible to push back the date of the final ban on mains voltage halogen lamps by a further two years and leave these high energy lamps on the market for a more than four years from today.

‘From a technological point of view, LED lighting technology is progressing so rapidly, surely it makes more sense to make decisions on the extension of the halogens phase-out deadline much closer to the ban’s implementation, rather than now?

‘This would be more realistic given the pace of change in this technology at present and would also be in line with the precedent set in lighting regulation 1194/2012, which cites the need for a review of the phase-out ‘based on affordability issues’ that is allowed up to a year before its implementation.

‘In addition, I feel that the decision to extend the phase out to over four years from now, when the pace of change in LEDs is so fast at this time, will result in the loss of an opportunity to significantly reduce energy consumption and carbon emissions. As well as impacting our environment negatively, this revision sends the wrong message.’

Opportunities for LED Retrofit of HID and SON lamps

Philip Wall, Partner, Light Efficient Design looks at the opportunities that retrofit LED lighting offers contractors.

Industrial and commercial users of electricity in the UK are experiencing increased tariffs with each new season. Many are on the lookout for a solution that allows them to move from energy-expensive High Intensity Discharge (HID) or SON light sources to the much lower energy usage Light-Emitting Diode (LED) technology.

The benefits of LED lighting are well known to both contractors/installers and customers: reduced energy costs, lower carbon footprint, better quality of light, longer life, and the ability to use lighting controls.

But contractors can now benefit even further by offering a fast emerging category of products using LED technology: LED Corn lamps that directly replace HID lamps. These high power LED lamps come with E27 or E40 bases and are a solution for non-invasive, faster and easier installation of LED technology in a commercial or industrial facility. A contractor can offer a client the benefit of adopting LED lighting in a facility quickly – thus immediately realizing the energy savings of LED.

Try before you buy: One particular benefit of this new technology for a contractor is the ability to offer clients a trial installation to experience the light firsthand. Such a trial is fast and easy to implement and often results in new business for the contractor.

Dan Roberts of Roberts and Connelly Electrical Services first learned about the high power LED lamps when his local electrical supplier asked him for installation help at a school’s car park and sports centre.

Roberts notes: “When I easily installed the LED Corn lamps in the car park and saw the clean bright light the LED lamp produced at less than 1/2 the wattage, I was sold. Since that installation, I have been able to meet with several of my customers to offer LED lamp trials for their facilities.” Roberts’ business is growing as he is adding LED for HID Retrofit services to his portfolio.

Planned programme: In addition to the ability to trial the lamps and the opportunity to adopt LED technology quickly and without disruption, a contractor or installer can offer clients the flexibility to phase in the cost of the conversion to LED as part of a planned and budgeted maintenance programme, as LED lamps can be installed in phases while keeping a consistent ‘look’ for the site.

The concept of retrofitting a space with new LED fittings is not new, but the ability to replace HID lamps with LED lamps is, and it is proving to be a good fit for both businesses and clients.

LEDs were invented more than 50 years ago but they have taken decades to provide their worth in mainstream applications.  Problems with colour rendition, lack of standardisation, and inability to dim have given LED lams a bad press and created confusion within the marketplace.

However, innovations in LED lighting technology and new product development are prompting an e-evaluation of whether now is the right moment to realise the carbon savings and energy efficiency of LEDs.

There are three main benefits of LEDs:

Robust
LEDs are solid state light sources and so are very robust.  While an incandescent lamp will last for approximately 1,000 hours, an LED alternative will last for up to 40,000 hours.  Many manufacturers will be happy to guarantee this period of operation, offering free replacements in the event of early failure.

Therefore, an LED lamp fitted in a reception area and used for seven hours every day of the week, will still be functioning after 10 years.  This delivers both energy and maintenance savings.  In a large office or hotel, it is common to find one person from the mainainance stream dedicated to changing light bulbs!  Switching to LEDs allows mainainance staff to focus on other activities.

Energy savings
The real cost savings, however, are apparent when calculating energy savings.  LEDs are highly efficient light sources that release only a tiny amount of heat and have low power consumption.  There are millions of GU10 halogen lamps in use within canteens, reception areas, consulting rooms, etc.  The LED direct replacement for this halogen lamp is 88% more efficient giving the following cost-benefit calculation:

The cost of the 50W GU10 is £1.00

The cost of a LED replacement is £9.00

If the lamp is lit for 12 hours per day, with an electricity cost £0.12 per KWH, the cost of operation for the conventional lamp will be £20.00 per year, whereas the LED is only £2.40. Even taking the initial purchase price in to consideration, the payback period will be seven months. Remember, these are the figures for only one lamp.

Versatile
Many LED lamps can be retrofitted in five minutes and, unlike old-style bulbs, they light instantly.  Businesses should look for quick wins such as areas where lamps are lit for long periods and lights are kept on for more than 5 hours a day. Good examples include corridors, stairwells and landings, reception areas, offices and warehouses, and canteens and rest rooms. Used in these areas, LED lighting can also provide a better quality of light than traditional bulbs – eliminating flickering and associated ailments such as headaches and eye strain.  LED lighting also gives off negligible heat and so is safer for environments where lamps are situation close to staff.

This safety, the need of the public sector to tackle carbon emissions and reduce costs, coupled with product innovation from LED manufacturers means that re-evaluating lighting strategies is now a potentially highly valuable exercise.

LEDs save £430M

LED lighting saved £430 million worth of electricity in the US last year, according to a study by the US Department of Energy. Focusing on the most common lighting applications, the DoE estimated that 49 million LED lamps and luminaires were installed last year, saving about 71 trillion units.
