LED Magazine reports that generally, most people think of solar power as a renewable green energy source and in some cases a way to save money relative to gird power, but increasingly the total cost of ownership of solar guides deployment decisions in outdoor lighting applications. Premiere Homes LLC (PHL), based in Richmond, VA, tapped Sol Inc. to install solar-powered LED street lights based primarily on lower upfront installation costs and secondarily on the long-term energy savings.

Indeed, in new construction, the cost of connecting outdoor solid-state lighting (SSL) to the AC grid can be significant. We covered a number of examples including LED trail lighting in Massachusetts and street lighting in Abu Dhabi in a feature article on presentations made at the February Strategies in Light conference.

Looking back, solar has not been the best match for street lighting because of the high light levels required for safety and the long operating hours. Solar panels, with efficiency just over 10%, couldn’t power legacy light sources without excessively large panels and expensive batteries. The efficiency of LED sources and improving battery technology, however, has made solar a viable option — especially in new construction projects where the cost of connecting to the grid is an issue.

Just such a situation arose at the PHL Randolph West community of 70 new single-family homes. “As we were developing the infrastructure for Randolph West, it soon became clear that grid-tied street lighting would be much less efficient and would add significant time to the project,” said Sean Bowers, chief operating officer at PHL. “Once we began to value-engineer possible options, we quickly identified Sol’s commercial solar outdoor lighting as the ideal solution.”

Indeed, the Richmond builder avoided the cost of trenching, wire installation, and electrical infrastructure connections that are commonplace in roadway lighting projects. Taiwan sets minimum efficacy for LED lighting

Lighting magazine reports that LED lighting in Taiwan must have a minimum efficacy of 70lm/W, the Ministry of Economic Affairs (MOEA) has announced. The new legislation requires all indoor warm-white LED lamps to have a minimum efficacy of 70 lm/W, while cool-white LEDs must be more efficient, reaching a minimum of 75 lm/W.

The Global Lighting Association (GLA) welcomed the move, saying that minimum effiacy requirements should be set at such a level that good-quality products are widely available and at an affordable price. “From the GLA’s position,” explained GLA representative Michael Ng, “we globally support one minimum level of performance for lighting products, just like what is announced by Taiwan’s MOEA Bureau of Energy. This is very different from just an energy labelling scheme. In general this serves the purposes of ensuring safe and quality products for the consumers, maintaining interoperability and competition on performance.”

Ng, who is also the director of international affairs for the Taiwan Lighting Fixture Export Association, added: “There are adequate surveillance and penalties in place to ensure that the vendors are truthful and the standards used are internationally harmonised.”

“It’s an interesting turn of events,” commented Iain Mcrae, head of global lighting applications at Thorn Lighting and past SLL president when Lighting invited him to comment on Taiwan’s new standard. “The move is clearly designed to discourage people using high colour temperature, or perhaps to encourage retailers or manufacturers to favour warmer light by making it easier to comply.”

But he isn’t sure if the move is going to have a knock-on effect: “Whether it will catch on on a global scale is a difficult one. We see general disquiet over the use of high CCT in the outdoors in many countries. Generally it’s not liked, but that may be a more historic thing. Previously such cold colours were simply not available. In some countries, South Africa, for example, there is generally a wider acceptance of colder colours, less so in Europe.”

Lighting in Taiwan accounted for 10.9 per cent of the country’s total power consumption in 2013, according to MOEA’s Bureau of Energy (BOE). Residential lighting accounted for 40 per cent of the total lighting power consumption.

50,000 LEDs installed across National Car Parks

Lighting.co.uk reported – 50,000 LED luminaires have been installed by National Car Parks (NCP) since January, almost bringing phase one of the multi-million pound project to a close.

Phase one of the £10 million project includes the installation of over 60,000 LED luminaires across 149 multi-storey car parks throughout the UK – from Scotland to the South Coast. NCP is effectively relighting 45,000 car parking spaces. The retrofit is expected to save 11,000 tonnes of carbon dioxide emissions a year and slash energy consumption on car park lighting by 65 per cent.

The fittings are being supplied and installed by Future Energy Solutions (FES). Phase two of the project is expected to take another two or three years. The contract is funded by FES in partnership with the Green Investment Bank, eliminating the need for any up-front capital from NCP. Instead, NCP will pay out of the energy cost savings over time.

All the installations are maintained for the life of the contract at no extra cost to NCP. FES is installing around 22 types of LED fitting across NCP’s car park stock. One example of the retrofit underway includes the swap out of single 50W T8 fluorescent tubes for 29W LED alternatives.

FES commercial director Marcus Brodin told Lighting: “NCP’s CO2 emissions will be reduced by 11,000 tonnes per annum and mono-nitrogen oxide will be lowered by 248lbs over the same period. This is the equivalent of 10,924 trees being saved or filling up 321,695 fuel tanks every year.”

This is the first transport infrastructure project to qualify for the Government’s UK Guarantee scheme, which was launched in 2013 and which NCP says was vital to the success of this opportunity. NCP manages more than 150,000 car parking spaces across more than 500 car parks up and down the country, and expects the LED retrofit to lead to multi-million pound savings on energy over the lifetime of the new luminaires.

FES has is using a variety of controls across the NCP car parks, depending on the needs of individual spaces. “We have site-specific controls, it depends on the nature of the car park,” explained Brodin. “Strictly speaking we have a load of PIR controls in over half of the luminaires, along with daylight harvesting; the rest are standard or emergency fittings.”

Bodin said the contract does not have a clear end date, as NCP is constantly growing. “Every year NCP wins new contracts with councils or builds new car parks, so it’ll be on going. It’s a moving feast constantly.”

The tipping point for LED street-lighting?

Lux Magazine reports that The Green Investment Bank wants Britain’s streetlights to be 100 per cent LED by 2020 – and it’s putting its money where its mouth is-

Two hundred million pounds. That’s how much the Green Investment Bank reckons the UK could save every year by switching all its streetlights to LED.

In terms of carbon emissions, the impact of a nationwide LED switchover would be like taking 330,000 cars off the roads. And it would pretty much wipe out the need for the London Array offshore wind farm. So why hasn’t it happened yet?

The main reason is, predictably, money. The capital that councils need to kick off a streetlight upgrade is a major obstacle.

That’s where the Green Investment Bank comes in. Set up 18 months ago, the government-owned GIB has £3.8 billion of its own capital to play with, and is helping to attract billions more in private investment to support projects. So far it has committed a total of £1.3 billion to 27 projects covering energy efficiency as well as waste, bioenergy and wind power, with private money increasing the figure to £4.6 billion.

Now the GIB has set its sights on the UK’s seven million streetlights – many of which are over 40 years old. Its new Green Loan service aims to remove the upfront capital cost of an LED upgrade, with councils repaying the money from the savings they make on their electricity bills.

‘Although the technology is proven and the savings are fairly well understood, you need capital to do this,’ said Gregor Paterson-Jones, in charge of energy efficiency at the GIB. ‘When we’ve been out talking to people, they’ve said, we understand this, we’d like to do it, but we just don’t have the budget.

‘Over the past five years we have data to prove that energy savings can be met, and manufacturers are able to give warranties for a long period of time for the performance of those lights. So the complex structures where you transfer risk are not necessarily required, which keeps the cost of financing down.’

As for who supplies the lights and the products that are used, the GIB will leave that up to each local authority.

The GIB’s Green Loan isn’t the first scheme of its kind – the Carbon Trust and the Green Deal have offered similar schemes based on repaying loans from reduced bills, and a number of lighting suppliers have come up with financing packages too. But it’s the first one in the UK aimed particularly at street lighting, and the bank has access to huge amounts of money.

Currently less than 10 per cent of Britain’s streetlights are LED – but there’s no reason we can’t aim to make that 100 per cent by 2020, Paterson-Jones says.

Local authority street lighting managers were recently invited to join MPs at a meeting of the All-Party Parliamentary Lighting Group, to hear about what the bank has to offer.

The first council to benefit from GIB funding for streetlights is Glasgow, which is about to embark on the second phase of a major upgrade as part of its Future Cities programme.

One thousand of Glasgow’s streetlights were upgraded to LED in a pilot project in 2012, and the next phase of the project will target 10,000 more. Over 18 years, the city believes it will make a net saving of more than £8 million from the upgrade.

Brian Devlin, who is in charge of environmental services at Glasgow City Council, said he was ‘delighted’ to be the first local authority to get Green Investment Bank backing. ‘If I’m asked to make a saving, I want to make a saving around supply chain and energy rather than going and reducing schools, social work, front-line service,’ he said.

Joan Walley MP, who co-chairs the All-Party Parliamentary Lighting Group, praised the Glasgow project and called the GIB’s Green Loan a ‘game-changer’. ‘We want to make sure as many local councils as possible can do all they can to access that funding, because when trying to improve street lighting, it always, always, always comes down to finance.’

John Jeffrey of Cheshire West and Chester Council agreed: ‘Finance is the number one obstacle. When your revenue pot shrinks, that makes it more difficult to maintain your borrowing limits and street lighting is not seen as a priority for investment. The Green Investment Bank might unlock that door,’ he said.

Lighting Industry Launches Joint Strategy with UK Government

On Tuesday May 6, the Lighting Industry Association (LIA) and UK Government launched a jointly prepared strategy for the UK Lighting Industry.

‘The UK has a number of Sector Plans for major industries such as Nuclear Power, Aeronautics and the Motor Industry so it is gratifying that the Government recognises the potential in the lighting industry to not only help it meet energy reduction targets but create jobs, growth and exports’ says Peter Hunt, LIA COO
The LIA worked closely with the Department of Business, Innovation and Skills in helping to draft this strategy and included valuable input from a wide variety of stakeholders in the lighting world culminating in a document outlining a roadmap to 2030.
Michael Fallon, Minister for both Business and Energy, launched the Sector Plan by way of a screened interview with Ray Molony from Lux Magazine at the LIA Annual Luncheon at Drapers Hall. When questioned on the purpose of the strategy Michael Fallon said ‘It maps out the future of the industry and points to the partnership between industry and government showing how the industry is likely to evolve and what needs to be done further to help make it a success globally.’
Peter Hunt added ‘The preparation of this document is just the very beginning but the hard work starts now in turning this strategy into deliverable actions both from the industry and government. We have the support of government but the success of this strategy will depend on the buy-in from industry to make it work’.
